Upon further investigation, these specks appeared as brilliant white spheres in a jagged line as well as a triangular pattern. The before picture and after picture showed nothing even though the balloon was being photographed multiple times from multiple angles.

Attached is a large full frame view of the balloon being photographed. Look closely to the right side near the throat of the balloon. You will have to zoom multiple times to really grasp what is there.
